Kottke linked to a satellite view of Marlo’s concrete hangout on The Wire. This inspired me to scroll around the map of Baltimore for a bit, hugging the edge of the water, until I found what I was looking for: The tug boats on the side of the building, the playground on the roof, and the low row of shows/stores/bars across the street; pretty sure this is the harbor headquarters from Homicide: Life on the Street.
